FUNDING
Music Capital Scheme
Mel from Music Network here, I hope you are well.
I am writing to let you know about the launch of the Music Capital Scheme 2025 which may be of interest to some of the organisations in your networks.
The scheme supports funding for the purchase of musical instruments and selected items of equipment to individual professional performing musicians and non-professional groups across the country. A total of €1,040,000 in funding is available through the following three awards which are now open for applications:
Music Capital Scheme Award 1 supports the purchase of musical instruments by non-professional performing groups
Music Capital Scheme Award 2 supports the purchase of musical instruments by individual established professional performing musicians
Music Capital Scheme Award 3 supports the purchase of musical instruments by individual emerging professional performing musicians
The Scheme is now open for applications and the deadline for applications is 2pm, Thursday 27 November 2025.

This is our biggest award fund to date and we would really appreciate it if you could help us to spread the word far and wide by sharing the information with any relevant contacts and through your social media. Our social media pack is available on Dropbox here and includes graphics for the different social media platforms and some sample social media post text, which you may find helpful. We will also be providing an extensive range of applicant supports to both organisations and individuals, with a particular focus on supporting first time and previously unsuccessful applicants. These include two online Information Sessions on 28 October, seminars on key topics including recording creation, artistic planning, and application writing skills, along with a limited number of one-to-one consultation sessions with each seminar presenter. 2. Arts Council Co-Funding Award The Co-funding Award is designed to support Irish arts organisations towards their artistic activities under the European Cooperation Projects and European Platforms strands of the Creative Europe Programme 2021– 27.

3. Community Climate Action Programme
Phase 2 of funding under the Community Climate Action Programme is now open for applications. Applications will close at 12 noon on Tuesday 23rd December 2025. Community groups can apply online via the Submit portal: https://submit.link/4da. Groups interested in delivering a climate action project and applying under the fund are asked to contact Tara Smith, Community Climate Action Officer: tarasmith@cavancoco.ie

4. Erasmus+ 2026
Erasmus+ 2026 Funding Call Now Open
The European Commission has officially launched the Erasmus+ 2026 call for proposals, opening up a wide range of funding opportunities for organisations across education, training, youth and sport. With a budget of €5.2 billion, Erasmus+ remains one of the EU’s flagship programmes for supporting cross-border mobility, cooperation and capacity building. Organisations working in education, training, youth or sport, including schools, universities, VET providers, NGOs and youth groups, are eligible to apply for Erasmus+ funding.
Whether you work with young people, provide training, offer educational programmes or support community development, Erasmus+ may have a funding strand suited to your activities. Check out all opportunities!
5. Community -Based CCTV Scheme
Community-based CCTV Grant Aid Scheme
The community-based CCTV grant aid scheme supports communities and local authorities who wish to install and maintain CCTV security systems in their area to increase public safety and to deter illegal or anti-social behaviour.
The maximum grant available for each CCTV system is €45,000.
Applicants to the scheme can include not-for-profit organisations within the community, as well as relevant statutory or voluntary organisations. For example, applicants may include:

community development projects
family resource centres
local authorities
community enterprises
Applications are also welcome from groups such as a not-for-profit consortium of private and community interests which has come together to formulate an application.

6. Sound & Vision Grant Grant
Sound & Vision 4 is a funding scheme for broadcasters and independent producers that funds the production of high-quality programmes about Irish culture, heritage, and experience and programmes to improve adult literacy
7. Movement for Good Awards
Benefact Group - Movement for Good Awards
The Movement for Good Awards is Benefact Group's annual programme of giving that anyone can get involved in, and again this year will be donating over £1 million to charities and good causes.
8- ACORN Fund For Communities

The ‘Acorn Fund' for Emerging Communities
We know that smaller community groups in underserved areas sometimes need that extra bit of support to get started or grow their impact. That's why we're launching our pilot Acorn Fund to help small community initiatives flourish.
The Acorn Fund provides:
Enhanced affordability at just 5% (compared to our standard rates)
Community-sized support from €5,000 to €15,000
Term loans up to 5 years and bridging loans up to 24 months
Dedicated guidance including application assistance and development planning
No arrangement fees and no personal guarantees required
No early repayment fees or penalties
This €250,000 pilot fund is specifically designed to reach groups that might not have considered support before, helping small acorns grow into mighty community assets.
The fund is open for applications for a 12-month period and designed specifically for new and emerging community organisations working in underserved areas.

9- Animal-Human Interaction Benefits Research Grant
Addressing Evidence-Based Health Benefits of Human-Animal Interaction - 26th Feb 2026
The Human Animal Bond Research Institute (HABRI) is issuing a call for research proposals from institutions and organizations across the globe to investigate the health outcomes of pet ownership and/or animal-assisted interventions (AAI), both for the people and the animals involved. Proposals should have a strong theoretical framework and focus on innovative approaches to studying the positive effects of companion animals on human health.
HABRI is interested in funding a wide range of studies focused on the human-animal bond.

10- Local Bereavement Development Grant
Local Bereavement Development Grant - 28th Nov
The Irish Hospice Foundation's 2025 Local Bereavement Development Grant is open for applications. It is a one-off award for groups of six or more organisations within a geographical area that offer bereavement support. The grant encourages and supports collaborative efforts in local bereavement care development.

14- Adult Literacy Fund Info Sessions
The Adult Literacy for Life Collaboration and Innovation Fund is opening for applications shortly. It is expected to close in mid-January 2026, with the funding to be allocated in Spring 2026. All dates are to be confirmed.
This fund allows organisations and community groups to run joint projects which support Adult Literacy in Cavan and Monaghan. You can see previous projects and more on the fund using the link below. If you scroll to the bottom of the page, there is more information on each project in the "squares":
I will hold three information sessions online for people and organisations from Cavan and Monaghan. You need only attend one. All sessions will be on Teams.

15- Shape the National Strategy for Improving Community Safety
Following please find correspondence from Gráinne Berrill, Director, National Office for Community Safety, seeking written submissions to the new National Strategy for Improving Community Safety, for consideration.
Further information regarding the strategy, consultation and submission process are included in the attached Issues Paper.
We very much encourage your PPN to participate in this process. Submissions must be received by close of business on Friday, 28 November 2025.

16 - Consult on Child & Adolescent Mental Health Services
The Mental Health Commission has launched a public consultation to inform the development of National Standards for Child and Adolescent Mental Health Services.
The public consultation process will consist of an online survey as well as focus groups and interviews.
The closing date for responses is 28 November 2025 at 5pm.

Public Consultation for Re-deployment of CCTV Cameras in County Cavan
Cavan County Council is undertaking a public consultation on the re-deployment of CCTV cameras at our Bring BanksNetwork across County Cavan.
Cavan County Council intends to install and operate CCTV cameras for fixed time periods at various sites for the solepurpose of preventing litter and illegal dumping and enforcement of the Litter Pollution Act, 1997 as amended. Thisinitiative will adhere to the new National Code of Practice for the Operation of CCTV for the Purposes of Prevention,Detection & Prosecution of Litter Offences.

20- Cavan Renewable Energy Survey
In line with our national obligations and commitments laid out in the Cavan County Development Plan 2022-2028 and the Cavan Local Climate Action Plan, Cavan County Council has procured consultants Arup to develop a County Renewable Energy Strategy.
The Cavan County Renewable Energy Strategy will be a key component of future governance decisions and policy development in County Cavan and will sit within a broader economic and community development plan. The Strategy aims to identify the potential of renewable energy sources and explore the opportunities and constraints of these sources across a range of socio-economic, environmental, and political considerations. The opportunities and constraints will be presented alongside a series of GIS maps and baseline graphs. The Strategy will also include renewable energy generation targets for County Cavan.

21- Our Rural Future Survey
‘Have Your Say’: Minister Calleary launches final phase of consultation on Our Rural Future
Minister for Rural and Community Development and the Gaeltacht, Dara Calleary, TD today launched the final phase of consultation to inform development of the next iteration of Ireland’s rural development policy, Our Rural Future
The new policy will build on the progress already made and will set out a renewed vision and new actions to respond to the opportunities and challenges facing rural communities
Informed by the extensive engagement already undertaken, a consultation document setting out the proposed key themes and priorities for the new policy has been published and written submissions are invited by 12 December 2025
Since its launch in 2021, Our Rural Future has delivered vital investment and supports, strengthened local economies, and improved quality of life across rural Ireland.
The next iteration of Our Rural Future is now being developed to respond to the evolving needs of rural economies and communities. Over recent months, the Department of Rural and Community Development and the Gaeltacht has engaged extensively with stakeholders and communities across the country to gather views on what matters most for rural Ireland and its people.
The consultation document published on gov.ie/consultations today reflects that engagement. It outlines the proposed key themes and priorities for the new policy and includes a series of suggested consultation questions designed to guide and support interested parties in preparing their submissions.
Launching the Consultation, Minister for Rural and Community Development and the Gaeltacht, Dara Calleary TD, said:
“The launch of this final phase of consultation marks an important milestone in developing the next Our Rural Future policy; a key Programme for Government commitment.
“I want to hear your views on how Government can continue to support rural areas and how we can ensure that national policy responds to the emerging opportunities and challenges faced by rural communities”.
Minister of State with responsibility for Community Development and Charities, Jerry Buttimer TD, added:
“Rural communities are the heart and soul of our country. The people who live in them understand best what is required to sustain and strengthen the vitality of their towns and villages.
“I have seen first-hand the passion and commitment of people during our consultation events, and we now have another valuable opportunity to ensure that voices from every community are heard. I encourage everyone with an interest in their local community to take part and help shape the next Our Rural Future policy.”

The consultation will remain open until 12 December 2025.
Minister Calleary concluded:

22- Consultation On Misinformation & Disinformation
We’d like to invite you to take part in a short survey (5–10 minutes) being carried out by researchers at Dublin City University.
The study looks at how false or misleading information (misinformation and disinformation) is affecting Ireland’s voluntary and community sector - especially charities and organisations working on issues such as gender, race, and migration.
The survey covers:
What kinds of false stories or harmful narratives are targeting the sector
How these impact organisations’ ability to do their work
What supports or resources could help groups respond more effectively.
All responses will be anonymous. The findings will be published in a report early next year to highlight the impact of misinformation on our sector.

Cavan Local Community Safety Partnership – Community Representatives: Expressions of Interest
Members of the public are invited to submit expressions of interest in joining the Cavan Local Community Safety Partnership (LCSP). Completed application forms must be received no later than Thursday, 4th December at 5:00 p.m.
24- Democracy Shield & Civil Society Strategy
The Democracy Shield and Civil Society Strategy were released on 12 November. Both can be accessed here. The narrative provided by the strategy is quite strong, particularly in defining civil society and reaffirming the legitimacy of civil society advocacy and funding. This is a positive development in the context of growing negative narratives about civil society, including at the EU level.
Additionally, The Wheel, together with other organisations from the Community and Voluntary Pillar, met with Minister Thomas Byrne, Minister of State for European Affairs and Defence. The meeting focused on our priorities for the Irish Presidency of the EU, such as strengthening European social values, enhancing democratic values, building partnership with civil society, and renewing emphasis on a Just Transition.

Bereaved Children’s Awareness Week - from 17th to 23rd November
This year’s theme for Bereaved Children's Awareness Week, Children Grieve Too, is a vital reminder that children experience loss deeply and with the right support, they can learn to live with their grief in healthy and hopeful ways.

We’re staging Alice in Winterland: a family Christmas show at Drumavaddy Hall (5th–7th Dec). It’s a lively, modern performance packed with singing, dancing, fun, and familiar hits. 35- CavanPPN Launches Social Inclusion Toolkit For Community Groups
Cavan Public Participation Network members launched their new Social Inclusion template at the Local Authority Integration Team’s Social Inclusion Networking event this morning in The Johnson Central Library in Cavan Town. The template is designed to be an easy toolkit for community groups to access simple ideas to make themselves more open to being socially inclusive and welcoming to new members, particularly those of special needs, unique perspectives or identities and new cultures. The template was designed by Rafaela Radulescu of the 4C’s Multicultural Network and Sandra Nelson of Ballyjamesduff Women’s Shed. Both are the elected representatives of the over 100 Social Inclusion groups of the 529 community groups that make up the PPN.If you are a member of a community group or looking to establish one, you can source this and more useful toolkits for community on the CavanPPN website at www.cavanppn.ie
