10- Dormant Account Fund 2026 Action Plan

Jerry Buttimer, TD, Minister of State at the Department of Rural and Community Development and the Gaeltacht, today (Monday, 24 November 2025) announced funding of just under €47 million from the Dormant Accounts Fund to address disadvantage right across the country. He launched the 2026 Dormant Accounts Action Plan in Blackrock, Co. Cork at the “Try Table Tennis Programme” at Aston School, who have received Dormant Accounts Fund support.

Money in the Dormant Accounts Fund can be used to fund measures that address economic, social, or educational disadvantage and to support people with a disability. The 2026 Action Plan allocates funding of €46.97 million to 56 measures to be delivered across 11 Government Departments.

Launching the Action Plan today, Minister Buttimer said:

“I am very pleased to officially launch the Dormant Accounts Action Plan 2026 which provides funding of €46.97 million to help address disadvantage right across Ireland. The 56 measures approved for funding in 2026 will be implemented across Government and will help to address a diverse range of issues such as homelessness, disability, youth disadvantage, migrant integration and sports measures for disadvantaged communities.”

The Minister continued:

“In these challenging times, Dormant Accounts funding makes a real difference to individuals and communities right across the country. The 2026 Action Plan being published today will help ensure that we can continue to support the most vulnerable in society. I am particularly pleased to see continued support for people with disabilities across many department measures.

“I am particularly pleased to have implemented a stronger emphasis on disability in this year’s distribution of Dormant Accounts funding. This is in line with the Programme for Government’s Commitment to prioritise funding and opportunity for people with a disability.”

Minister Dara Calleary TD noted:

“I welcome the 2026 Dormant Accounts Action Plan which will see €46.97 million in funding targeted at addressing disadvantage across the country. The Dormant Accounts Fund has continually aided the most vulnerable.  Within my own Department, it will allow continued funding of €2.1 million for the Senior Alerts Scheme, €4 million for Rethink Ireland and €1.5 million to support implementation of the National Philanthropy Policy. It will also see support for Social Enterprise measures of €2 million and for the many individual groups under the Targeted Social Inclusion Measure receiving €780k in total. These interventions, and similar measures across Government, make a real difference in our society.”

In total, 56 different measures, to the value of €46.97 million will be supported under the 2026 Action Plan. A full list of measures to be funded under the 2026 Dormant Accounts Fund Action Plan is set out in the table below.

Many measures have been funded in previous Action Plans and have now been approved for continued funding in 2026 to enable the measures to operate again next year. The majority of approved measures will progress in 2026, with each Government Department responsible for delivery of their own measures. Measures can progress over a number of years with funding drawn down from the Fund as spending is incurred.

Some examples of measures approved for funding include:

·         €10 million for investment and actions aimed at improving participation in sports in disadvantage communities and for persons with disabilities.

·         €3 million for transitioning people from long term-term homeless into supported tenancies.

·         €3 million for youth and community justice services aimed at countering the influence and impacts of crime on young people and in communities.

·         €2 million to support social enterprises to address social and economic disadvantage

·         €1.4 million for a youth and family initiatives to provide young people with the soft skills needed to improve employability.

This Action Plan builds on previous plans and ensures continued support for individuals and organisations right across the country. Funding under the 2026 Action Plan has increased by 4.8% from 2025.

Background to the Dormant Accounts Fund

The Dormant Accounts Acts 2001-2012, together with the Unclaimed Life Assurance Policies Act 2003, provide a framework for the administration of unclaimed accounts in credit institutions (i.e. banks, building societies and An Post) and unclaimed life assurance policies in insurance undertakings.

The main purpose of the legislation is to reunite account or policy holders with their funds in credit institutions or insurance undertakings and in this regard, these bodies are required to take steps to identify and contact the owners of dormant accounts and unclaimed life assurance policies.

However, in order to utilise the unused funds the legislation also introduced a scheme for the disbursement of funds that are unlikely to be reclaimed from dormant accounts and unclaimed policies for the purposes of measures to assist:

1.    the personal and social development of persons who are economically or socially disadvantaged;

2.    the educational development of persons who are educationally disadvantaged or

3.    persons with a disability.

19- Universal Health Coverage Consult

Dear Public Participation Networks,

The Future Eligibility Policy Unit (FEPU) of The Department of Health wishes to recruit participants for a series of online focus groups for the Department on the theme of Universal Health Coverage (UHC).

FEPU is responsible for setting out a vision for UHC in Ireland and developing proposals, in line with Sláintecare. To inform these considerations they want to hear what people understand about how UHC works and their views on how it could be implemented in Ireland.

In the focus groups, the department would like to hear the views of adults who are low users of health care services. Participants may have a Medical Card, a GP Visit Card, private health insurance, or none of these. To be eligible you must be:

  • Aged 18+ living in Ireland

  • A low user of GP and primary care health services

The online focus groups will involve small group discussions of around 5-8 people. IPH researchers will facilitate the focus groups (lasting 60-90 minutes) and they will make sure everyone gets a chance to express their views. The IPH will write a report detailing the anonymised views expressed at the focus groups to give to the Department of Health. The report will not contain names or any details that could identify participants.

As well as the chance to give views to the Department of Health about UHC, participants who take part in the focus groups will receive a €30 One4All gift voucher

To take part, please see our register of interest form. The form can be accessed via our webpage (www.publichealth.ie/uhc). On this page, you can find an overview of the focus groups and a link to an information leaflet - it is important that people read and understand details about the focus groups before proceeding to the register of interest form (https://www.surveymonkey.com/r/VXL693P).

If you have any questions, please email michael.adams@publichealth.ie. I would be more than happy to answer any questions or provide further information, should you require.

Thank you for your consideration.

20- Inputs For New Doctorate Needed

We are currently developing a Professional Doctorate in Community and Voluntary Sector Management in partnership with European universities. Would you be interested in filling in a survey for us? I've included more information below. The survey link and QR code are at the end of the email. If you are happy to do so, could you also send this to other colleagues/organisations who might be interested in something like this? Of course, if you would rather not fill in the survey or disseminate it, that’s no problem at all.

The Technological University of the Shannon (TUS) (Ireland), University of Burgos (UBU) (Spain), NHL Stenden University of Applied Sciences (NHL Stenden) (Netherlands), Häme University of Applied Sciences (HAMK) (Finland) and “Dunărea de Jos" University of Galația (UGAL) (Romania) are exploring the development of a new Professional Doctorate programme in the area of Community and Voluntary Sector Management.

We'd like to invite you to participate in a survey to help us design our programme. Our vision is that this programme will provide advanced professional development opportunities for leaders and practitioners in the community and voluntary sector. It will integrate cutting-edge research with real-world application, equipping practitioners and leaders with the tools to navigate complexity, drive innovation and sustain meaningful impact. Incorporating work-based learning across all modules will ensure that sectoral change occurs from the programme's outset.

The purpose of this questionnaire is to:

  • Identify the needs and priorities of organisations within the community and voluntary sector.

  • Ensure the programme supports leadership, innovation and sustainable impact.

Why your organisation?

Your organisation plays a vital role in the sector, and your insights will help ensure the programme is relevant and impactful. We are seeking input from organisations of varying sizes and missions across Europe.

What participation involves

Participation involves completing an online survey (approximately 10 minutes). Participation is voluntary. You are free to skip any question you do not wish to answer and you may withdraw from the study at any time without giving a reason. At the end of the survey, you will be asked if you would like to participate in a follow-up focus group (60 minutes) to review draft programme proposals and provide feedback as the programme is being designed. This is optional.

21- Our Rural Future Survey

‘Have Your Say’: Minister Calleary launches final phase of consultation on Our Rural Future

  • Minister for Rural and Community Development and the Gaeltacht, Dara Calleary, TD today launched the final phase of consultation to inform development of the next iteration of Ireland’s rural development policy, Our Rural Future

  • The new policy will build on the progress already made and will set out a renewed vision and new actions to respond to the opportunities and challenges facing rural communities

  • Informed by the extensive engagement already undertaken, a consultation document setting out the proposed key themes and priorities for the new policy has been published and written submissions are invited by 12 December 2025

Since its launch in 2021, Our Rural Future has delivered vital investment and supports, strengthened local economies, and improved quality of life across rural Ireland.

The next iteration of Our Rural Future is now being developed to respond to the evolving needs of rural economies and communities. Over recent months, the Department of Rural and Community Development and the Gaeltacht has engaged extensively with stakeholders and communities across the country to gather views on what matters most for rural Ireland and its people.

The consultation document published on gov.ie/consultations today reflects that engagement. It outlines the proposed key themes and priorities for the new policy and includes a series of suggested consultation questions designed to guide and support interested parties in preparing their submissions.

Launching the Consultation, Minister for Rural and Community Development and the Gaeltacht, Dara Calleary TD, said:

“The launch of this final phase of consultation marks an important milestone in developing the next Our Rural Future policy; a key Programme for Government commitment.

“I want to hear your views on how Government can continue to support rural areas and how we can ensure that national policy responds to the emerging opportunities and challenges faced by rural communities”.

Minister of State with responsibility for Community Development and Charities, Jerry Buttimer TD, added:

Rural communities are the heart and soul of our country. The people who live in them understand best what is required to sustain and strengthen the vitality of their towns and villages.

“I have seen first-hand the passion and commitment of people during our consultation events, and we now have another valuable opportunity to ensure that voices from every community are heard.  I encourage everyone with an interest in their local community to take part and help shape the next Our Rural Future policy.”

Further detail on how to make a written submission is provided in the document.

The consultation will remain open until 12 December 2025.

Minister Calleary concluded:

“We are committed to building on the success of Our Rural Future and ensuring we make rural Ireland an even better place to live, work, study, and raise a family in the years ahead.”

The Our Rural Future 2026-2031 Consultation Paper is accessible here: Public Consultation: Our Rural Future

22- Consultation On Misinformation & Disinformation

We’d like to invite you to take part in a short survey (5–10 minutes) being carried out by researchers at Dublin City University.

The study looks at how false or misleading information (misinformation and disinformation) is affecting Ireland’s voluntary and community sector - especially charities and organisations working on issues such as gender, race, and migration.

The survey covers:

  • What kinds of false stories or harmful narratives are targeting the sector

  • How these impact organisations’ ability to do their work

  • What supports or resources could help groups respond more effectively.

All responses will be anonymous. The findings will be published in a report early next year to highlight the impact of misinformation on our sector.

Thank you for your time and input.
